Tom Dukes is a versatile professional with a distinguished legal career spanning over 25 years. He has excelled in diverse roles, serving as a Chief Executive Officer for a healthcare data start-up, as a U.S. Air Force Brigadier General, and as a public and private sector attorney, operator and policy maker.

Tom’s legal and compliance expertise encompasses cybersecurity, data privacy & cross-border data flows, commercial and government contracts, criminal law, employment law, IP protection, litigation, ethics, product development, and corporate governance.

Tom’s remarkable legal journey includes key positions such as General Counsel for a cybersecurity tech start-up, General Counsel for U.S. Air Force Cyber Command, senior white-collar criminal prosecutor at the U.S. Department of Justice, military court-martial trial judge, and U.S. Department of State cyber policy official. His leadership and management skills are further demonstrated by his experience as an Adjunct Professor at the University of Virginia and the University of Tartu, Estonia.

Throughout his career, Tom has been a trusted advisor, mentor and counselor, with deep hands-on operational experience, across a broad range of rapidly evolving technology law and policy areas at all levels of the public and private sector, with a particular focus on cybersecurity, national security, health-tech and cross-border transactions. 

Tom is an experienced lawyer and start-up operator. He lives in the mountains of Virginia, but you can frequently find him in Maine or Japan.
